Whatever the details may end up being, I think it would be best for some group of people, one that represents as many different areas and people of Gensokyo as possible, were generally agreed to be qualified as decision-makers, at least for as long as Gensokyo-wide decisions need to be made, and then have that group of people make decisions on how to go forward with regard to the current circumstances."
