I interpreted the "flying lookout" as more of just an overhead lookout, to avoid unwanted attention.

> Answer Yamame, and proceed with  saying the Right Path and justifying that explaining because you have seen a particular scene of "a too quiet part of the Ancient City, a burning building, a group of oni, or seemingly so , standing around watching it..."..
